Will there be a grant competition for PEP in FY 2008?
While no appropriation has been enacted for the Carol M. White Physical Education Program (PEP) for Fiscal Year (FY) 2008, based on funding levels proposed by the U.S. House of Representatives and the Senate for the PEP program for FY 2008, we are tentatively planning to conduct a competition for new grant awards in FY 2008.

We plan to publish a Notice of Proposed Priorities and Application Requirements (NPP) for the program in the Federal Register in December 2007. That notice will advise the public about some changes we are proposing in the program and solicit comments about those changes.

As soon as the NPP is published, it will be posted here (in addition to being available on the Federal Register website). Based on our tentative schedule for the program for FY 2008, we hope to announce the competition in between mid-February and early March 2008. As additional information about the competition schedule and the appropriation for the program becomes available, we will update this posting.

Will the PEP grant pay for a new playground or a new facility?
The purpose of the PEP grant is not to provide new playgrounds or facilities. The PEP grant provides funding for the development and implementation of physical education programs. As a result, funds are provided for curriculum development, teacher training, student fitness assessments, data collection and evaluations. While equipment purchases are allowable, successful grant applicants propose programs that address various aspects of a comprehensive physical education program.

Who May Apply: (specifically) LEAs and community-based organizations may apply.

The Department published final regulations (effective July 6, 2004) that implemented the Executive branch policy that, within the framework of constitutional church-state guidelines, religiously affiliated (or "faith-based") organizations should be able to compete on an equal footing with other organizations for funding by the U.S. Department of Education.
